The Dutch Gaming Authority, known as the KSA, has fined online casino operator 711 B.V. €886,000 for failing to meet its legal duty of care toward players.
The KSA found that between February 2022 and June 2024, the company did not do enough to protect players showing signs of gambling addiction.
Regulators reviewed ten player files during their investigation. Every single one showed a violation of Dutch gambling rules.
The KSA found that 711 failed to properly analyze player behavior, did not act when warning signs appeared, and did not make meaningful personal contact with players at risk.
KSA chairman Michel Groothuizen said: “We have seen that not all providers have set up the duty of care equally well from the opening of the market. We have therefore carried out additional investigations, which are now resulting in various duty of care fines.”
Players Lost Tens of Thousands With No Intervention
The case files showed players gambling for long hours, often late at night, making large deposits and suffering heavy losses.
In one case, a player lost nearly €78,000 in a single day. 711 did not step in with any timely measures.
