The Hellenic Gaming Commission, known as EEEP, released its annual report on Tuesday. It confirmed that gambling revenue in Greece grew during 2025.
Total gross gaming revenue rose 6% compared to the year before. Online gambling made up 38.8% of that total, supported by 24 licensed operators.
Public revenue from gambling, which includes taxes, fees, and licence charges, reached €1.17 billion. That is an 11.2% increase from 2024.
The Commission also reported supervisory income of €23 million. This money came entirely from statutory sources tied to the industry.
EEEP said it strengthened regulatory and technical oversight throughout the year. This was aimed at keeping closer watch on licensed operators.
Online Betting Drives Public Revenue
Online operators were the biggest source of public gambling revenue in 2025. They brought in €736.94 million, equal to 63.1% of all receipts.
Fixed-odds betting, covering both real and virtual events, made up 40.3% of online gross gaming revenue. Live casino, poker, and slots filled the rest, at 59.7%.
OPAP was the second largest contributor to public revenue. The company added €326.66 million, or 27.95% of the total.
OPAP reported record gross gaming revenue for its financial year ending December 2025. Its iGaming business grew 16.9%, helped by its ongoing integration with Allwyn.
